Don't fail el10 Slurm publish on expected vendor-RPM 409s 
http-parser/libjwt are pinned independently of the Slurm version being
tagged, so they collide with the same NEVRA on every el10 build after
the first. Only treat other 409s (real Slurm RPM version collisions)
as fatal.
