Verified locally: base image pull, CRB/powertools repo enable, and
dnf builddep + munge-devel resolution succeed on Rocky 8/9/10. Full
Slurm compile unchanged from the prior EL10 setup.

Parametrize the Containerfile's CRB repo (crb vs powertools) and base image, and drive per-EL builds from manifest EL_GROUPS through a workflow matrix. Each EL version publishes to its own registry group. Verified locally: base image pull, CRB/powertools repo enable, and `dnf builddep` + munge-devel resolution succeed on Rocky 8/9/10.
