Forgejo's act-based runner doesn't reliably expand a dynamic matrix from
needs.* outputs (the leg ran with an empty el_group). Switch to a static
[el8, el9, el10] matrix; each leg skips itself when the package manifest's
EL_GROUPS omits it, so per-package EL selection still lives in manifest.env.
